Visa On Arrival can be paid in USD, Rupiah or AUD.
It's 25USD & conversion rate depends on what it is on that day (if you pay in Rupiah or AUD)
Departure tax is 150000rp & must be paid in Rupiah
Definitely wait until Bali to change spending money.
Perth airport rate is a lot lower than on the street in Bali.
You can use ATM's.
You may get charged substantial fees depending on what card & what ATM you are using.
eg if you use a C/wealth ATM in Bali with a C/wealth card with cirrus logo etc you only get charged $2.00
If you use a different ATM you get charged a percentage of the transaction

I usually only use cash with cards as a backup.
