lots of baggage handlers dont work direct for the airlines but for a contractor,so could happen just as easily with Garuda i suppose!
I remember reading a post by a guy who worked at an airport and he said it was very common.
and at Perth airport some luggage gets caught on the conveyor that also forces it open at the zips,this leads to the traveler thinking their baggage has been tampered with!
one time on our return from Thailand one of our cases was half open with clothing not packed as we did it!
I approached the Customs lady with the Beagal,she had the dog sniff the case but confirmed it happens.
