I think you should also be considering the amount of money it could cost you if involved in any type of accident!

even those of us who have a license and international permit are worried about the costs involved if in an accident and we have a point to argue!

Thailand has a much softer approach to riding scooters/stepthroughs unlicensed in tourist areas but it also has the most deaths and serious motorbike accidents in the world,so this tells us something! :0
