The 60 day visa lane is very easy - perfunctory. I forget what Hadi charged for VIPVOA & I don't have his email anymore - do an archive search here maybe or ask in a separate post. Less than Murti, I think but I don't know about any differences in service.
Your friend will have to collect her luggage & you can meet her at the carousel. Reassure her that it will all be very simple. Easy peasy. Nothing to be worried about at all.
BTW, her misdemeanour in her youth wouldn't cause her any probs arriving in Bali & getting a VOA.
