You can buy "knock off" surf brand clothes such as Billabong everywhere, but as they are illegal I would not like to name a shop on BTF you will have to ask around yourself.
If you wanted to by the original brand name surf clothes there are plenty of fixed price surf shops in Jl Legian and Kuta Square.
Keteut's is a fix price(no bargaining) shop in Jl Sahadewa(Garlic lane)which runs from JL Melasti through to Jl Padma.
As you walk from the JL Melasti end turn down the first lane on the right she is just about the last shop, just ask!
She has a very good business with a wide range of stock and is so cheap that you do not have to bargain.
