It's not Ramadan that's the issue - it's Idul Fitri which is the celebration at the end of Ramadan. It affects Bali in two ways. Muslim shop owners will go home to visit family, so many shops such as tailors etc will be closed.

Secondly, the non-muslim Indonesians from Java, such as Chinese-Indonesians will go to Bali for a holiday since everything is closed in Java anyway.

Bali is crazy busy during Idul Fitri.
