A resident can sponsor for a 211, so it probably depends on the visa Les. Perhaps it is only a resident visa (KITAP), not a temporary stay visa (VITAS with KITAS card). A woman living in my village was there on sponsorship from a resident, not a citizen.
Also, out of interest, I just double-checked what it says on the perth Consulate website, and it specifically says "for social visit, a letter of sponsor from a resident in Indonesia; and a copy of the sponsor's ID;"
