I know that alot of hotels won't let you have two adults and two children in the same room (even the young ones) so you usually have to go upto a bigger room type although there are some places that allow it as long as there is enough room to fit extra bed (normally at your cost) and a cot as well (normally free if available). I have been looking myself for the June period (not School holidays) and have come up with a few:
*Ramanda Bintang have a family room (groundfloor) in that price range. quoted for June $160USD per night.
*Santika have Garden Double Room...quoted for June $190USD
*Dynasty have several options but maybe booked for holidays already.??
*Bali Garden Hotel have groundfloor family rooms June price $140aud per night.
*Melasti Beach Resort cottage rooms..again prob booked out for school holidays
*Puri Raja Deluxe rooms are large enough to fit extra bed & cot and would probably allow but they are close proximity to the pool.
*Kumala Pantai have rooms that also have living area etc for extra room.
and
Green Garden Hotel have family room & kids suites
Rama Beach Resort have family rooms
Then there's the Villa options but probably out of price range and not all can provide decent safety fence. Maybe Villa Coco they have small garden villas but not sure on how steep the stairs are. Villa Lalu also have garden bungalows as well and all groundfloor living and sleeping.
Sanur we have booked a few nights in Deluxe Room at the Mercure and they are allowing us and our 2&5year old in same room.
Anyway there are more that I just can't think of right now but will add to when they come to me.
