I think what they mean by saying if they know your carrying a lot of cash they'll try and bribe it out of you.
Basically if you have a small passport holder maybe with tickets etc all together and you happen to have some cash (I think they'd be more focused if they see dollars) in that same folder and the immigrasi guy sees it as your getting out your passport, they might make up some excuse where they can ask for a bribe.
Simple answer, just keep your money and passport/tickets etc in a separate place.
