When you arrive in Bali, there is a Domestic Terminal next to the International Airport. You can buy SUB to DPS tickets direct from the airline counters. These tickets are cheaper than buying from travel agents.
There are no ferries from Bali to Surabaya. I have taken a Pelni ship from Jakarta to Surabaya, but such ships are infrequent.
