We stayed in Balian for 2 weeks in April at Villa Tranquil. Small villa, very clean, Aussie owned,overlooks the surf from a small hill. Cheap,nice food close by. There are other places to stay as well depending on your budget. As for transport, the road up to Balian can get very busy & dangerous, and you won't really need a car when you are there, probably better to get a driver.
