You rock up at the checkin counter and they ask you to put your luggage on the weighing scales, they are weighed and if overweight will say you are and you owe us ? $ per kilo, usually pay in Australian dollars if leaving from Australia, can pay in Rupiah when leaving Bali although you will be charged in US dollars per kilo, so be aware that the conversion rate may not be what you are used to.
Best idea is to weigh your case before you get to airport, at home weigh yourself then weigh yourself holding suitcase, do the maths and you have the weight of your case. If you don;t have scales you can weigh at the airport before the checkin counter....but if your over you better have someone there that can take the excess of you! In Bali most hotels have sets of weighing scales at the reception which you can borrow. Another idea is to buy a set of scales for yourself and leave with a new found friend in Bali
OR you can purchase a set of Fish scales that can also weigh luggage, they are small and you can take them to Bali with you each trip.
Yes you can get plastic wrap put on your case but neither Australia or Bali need the excess plastic and wrapping has to be done before checkin and what if they want to look into your luggage, you will have paid for nothing.
