I have been saying the same for some time, although my comments have to be tempered with the fact that we are better known around Kuta, and this leads to a certain amount of backing off by vendors.
I find the vendors around Kuta Square to be fairly predictable with the timeshare and "holiday survey" people dominating but not too pushy till they establish a "mark".
Poppies 1 and 2 are reasonably laid back because the vendors know there is another bunch of targets just coming, so no big hassle.
This flies in the face of those who see Kuta as a "mad house" of pressure and enticement, whereas Legian/Seminyak is a veritable haven from this.
Not the case in our experience either.
