We have travelled on the Perama over 25 times and find it quite safe. I have been on a speed boat (not scoot but similar) twice and i would much prefer the perama. The speed boats hit the swell with the bow of the boat where the Perama goes sideways over the swell using the out riggers. 100,000rp and it only takes another 20 minutes. Perama would be my choice and not just because of price. However it does depend on where you are staying because it drops off in the middle of Jungabatu beach.
