perhaps you would be a tad miffed if a guy put up a stand on the footpath outside selling similar sammies at a much lower price. Even if he had a council licence to do so a holeproof arguement could be made that you had a sunstantial investment in rent,insurance, tax etc and that this guy was ruining your livelihood with his business which had virtually no investment or overheads and paid no tax.
To be fair over the last few years the beer sellers have proliferated to a stage where literally thousands of beers are sold on the beach each day.
Remember the street salesmen with their crocodile boxes of watches. When the Balinese got the streets back from the army they stopped it as unfair to shops selling watches and paying rent. Subsequently these guys hired portions of shops or shonky money changers to sell their wares.
It's normal for people to jump on to a good thing and also normal for things to be cut back when they get out of hand.
