You might be better off posting your question on Lonely Planet Thorn Tree where more of the posters are budget travelers. In fact there is a thread on budget accommodation in Bali there at the moment.
And there is plenty of cheap accommodation for those kind of prices in Indonesia, including Bali. Our own rooms we rent in Lombok start at Rp80,000.
