actually originated out of Bali, where Security firms were encouraged to lift their profiles "just in case" !!
This message got transferred all round the world, a bit like Chinese whispers, and the Brit and US Govts put their own spin on it.
Questions are being asked in Bali as to who made the original statement, and what exactly was said.
Reportedly, there were no actual solid reasons for the release of such statements other than the norm.
