Last year from Bali the woman in the line in front of us had paid her 25kg allowance in advance but had exceeded the 32kg per item allowance. To start with they were refusing to take her bag (she had no other bags that she could transfer things into). In the end after a lot of pleading, and having to pay for the whole 35-36kg? they took it. You can take as much overweight as you like (and get away with some excess if youre lucky) as long as any one bag does not exceed 32kg.
