a member is a good friend but they can be very violent against anyone who they believe is a threat to their way of life and even to anyone who assaults tourists,robs them etc.
the police do seem to tolerate them and work with them, be it from corrupsi or the police see them as a form of tourist police as well as possible criminals as they have been described.
not all are thugs but consider themselves a brotherhood and look after one another and friends.
