We stayed there last month in a 2 bedroom on the first floor with 2 kids (7 & 10). The kids had a great time, but they are happy to play together and make there own fun. Both kids surf so the position is excellent opposite the beach.
The restaurant at the outrigger serves reasonably priced and excellent quality food, the breakfast was buffet style with plenty of variety. The surrounding restaurants are also good and cheaper. The outrigger is extreemly clean, every inch is cleaned, polished, mopped and dusted constantly. There is even a guy that cleans every rock in the gardens and replaces them so they are facing the same way!!!
There is a nightclub next door which can be a bit noisy, but if you get a room at the rear or on the other side this should not be an issue. My kids have stayed at 2.5* - 5* and love anywhere they stay as long as they are in Bali!!
