It is very common for mobiles in Australia, both pre-paid and post paid to be locked.

Not all mobiles in Bali can be unlocked. I have tried to unlock a Motorola C201 mobile in Bali without any luck.

Rather than spend your holiday in Bali, trying to unlock your mobile phone, I suggest that you take an old unlocked GSM mobile phone and charger lying around your house. Alternatively, pay the fee to your mobile phone shop and get your pre-paid mobile unlocked.
