Value for money is definitely not something that is base on the prices
you pay. We have payed what we class at top dollar (for Bali) in some restaurants and been disappointed, usually by the food not the service and other times eaten of the cheap and been totally amazed
If someone likes the taste of Arak cocktails and there are cheap to buy as well to that person they are value for money (if you dont like Arak
it would matter if they were 10,000rp its not value for money because you would not drink it if it sat on the table in front of you)
It sounds like she went to a shop for her hair (but thats and assumption on my part because the girls had uniforms) and she didn't say want she paid so its also and assumption on your part that she was being cheap also as you don't know what she payed, you are right that it can be hit and miss, my daughter about 6 trips back had a great job done on her hair by the girls that worked next to the hotel pool and a
bad job done two weeks later in the salon outside that cost nearly 50% more (again the cheap one was better value for money but if the quality of the two jobs was reversed the dearer one would have been better value for money but you don't know this till after the job is finished)
