that David is very much aware that a foreigner cannot own land as an individual.
His reference to marriage is simply stating that your "family by marriage" can own the land, and as an integral part of that family group (as husband and wife) you can assume "ownership" over the land as long as your marriage (or partnership) lasts.
His answer was simple and did not explain the technicalities, but is certainly not 100% wrong.
A very harsh assessement.
