Surely you mean the bank staff were in it with the immigration officers?
If they were not how did the immigrasi get the money? other than selling/exchanging with a bank person an "unused" $25 receipt for a $10 one thus defrauding the government,as it was reported that immigassi simply kept both halves of the official receipt instead of tearing it in half and giving one half to the tourist, and only issued $10 visas.
