I probably wouldn't stay at a villa with 2 toddlers as it's just too easy for them to fall into the pool - most villas have open living areas and the bedrooms open straight onto the pool. We stayed at a villa when my daughter was 2 and we didn't stay at villas again until she was a very good swimmer as I just couldn't relax.
