We've stayed at the Dynasty 10 or 11 times over the past 5 years. Our kids are 6 and 9 now and they haven't used it the past 2 trips but prior to that they did. The staff are really lovely.
If you are worried I would suggest that you book the 4 year old into the club but rather than leaving the hotel just stay close by and every now and again check on him/her (without been noticed LOL) that way once you are happy with the level of supervision you can safely go out and not worry. Also if you do go out you can ring and check that everything is ok. We usually take an unlocked phone and buy a Bali SIM card.
Can the 4 year old swim? The kids club has swimming for 1 to 2 hours per day. If he/she can't swim I'd probably ensure that he/she had a swim vest and floaties on at all times whilst they are swimming. Or just say that he/she is not allowed to go swimming. They do keep a good eye on them in the water but you can never be too careful (especially if the kids club is busy)
