You can go that way indeed, sorry should have been thinking more clearly.
Taxi to Denpasar bus terminal from airport ( around 90,000 RP), then book bus through to Situbondo (maybe less than 100,000 ? will include buses and ferry) . You will take about 4 or so hours to the ferry then about an hour crossing ( allowing time to get bus on ferry and off)
Probably then another 2 to 3 hours to Situbondo-depends where you are going.
when the bus gets on the ferry you need to go upstairs and it can be very tight where the vehicles are. Stick with the locals!! When the ferry docks,get of promptly and watch for your bus to come off. There is a lot of movement and the driver will be trying to watch out for you usually but he will not wait if you are delayed.
