I work in the travel industry here, and cant tell you how many times we have had agents book people on 'connecting' flights, only to be missed due to either the international flight arriving late, or the domestic flight being cancelled.
The safest way to do it on the day is to book both legs with Garuda. At least they will ensure that your brother is looked after in the event that he does not make the connecting flight.
of course, he could take the risk and come out in front (as most do) but there is always a chance that it wont work and he will spend the night in Bali anyway.
as a suggestion, why not book in at the Patra, for example, for the first night, and get the first flight out in the morning?
