I have a phrase with which I think "Ham" will absolutely concur and covers things like the "Blood Tests", this topic, Fiasco about jailing a mother for sending an e-mail to friends complaining about poor treatment at a Jakarta hospital (now thrown-out by judges following a huge public outcry) and the list just goes on..........
"ONLY IN INDONESIA!!!"
