It is because of the vast amount of drivers offering services in Bali that you get such cheap rates. Over in Lombok where there are far fewer drivers available you pay Rp250,000 for a 1.5 hour transfer.
However there will be a much bigger impact for the owners of all those unlicenced cars that can no longer make a living or afford the car repayments. I doubt ver much that all the available cars on Bali would be given licences if they were to apply. I remember a freind of mine getting his tourist licence and it wasnt that easy.
