I went in August 2008 and waited 2 1/2 hours to get through immigration. When I went back December 2008 I used VIP VOA as hubby has an artifical knee and wouldn't have been able to stand that long. Best thing ever, We were leaving the airport as the other people on our plane were just starting to filter through immigration.
