Years ago you could travel as a domestic passenger on an international flight that was transiting in Australia.
What they found was that people were carrying drugs into Australia.
They would get another person to purchase a domestic ticket on the same flight thru Australia. The international passanger would then pass the drugs to the domestic passenger who was not subject to any checks when the plane reached the final Australian airport.
The domestic passenger would just walk off with the drugs.
Thus all international passengers are cleared by Customs at there first port of call unless the flight is in a lockdown faze at the first port of arrival.
