I have a business in Bali and we often have to import goods from china and sometimes I need to send items from here over to my business partner. If the value of the goods is over $50.00 USD they will charge import tax. There is no ruling as to wether they are new goods or old goods. They can also open the parcel and determine their own value on the goods(which happens quite often).
We have found that it works out to be around 40% of the value of the goods.
If he does not collect it they will dispose of it unless you sent it through a freight company that you can arrange return delivery payment.
