Everyone has their own opinion based on their experiences of cause,
mine is as follows:
1 Puri Raja
2 Casa Padma
3 Lokha
4 Jayakarta (we have not stayed here)
5 Legian Beach Hotel (had trouble with over booking so put this at the end of the list)
Again, each to their own...
