My choice (presuming you must have had quote on standard room at Legian Beach and superior rooms at Jayakarta and Lockha to bring them into same price range)
1. Puri Raja
2. Lockha
3. Jayakarta by a whisker.
4. Legian Beach hotel
If by some chance you were quoted in a cottage room at Legian Beach I would move this to number 1.
but.................remember that Lockha although a lovely hotel it is not on the beach and if that is important well you would have to reconsider.
