I would not choose Lokha, it is certainly not the same value as the other 3 which are also perfectly located on the beach.
If you stay at the Legian make sure you don't have a std room as they are located in by the car park.
The pools and grpunds at the Jayakarta are far superior to the Puri Raja and that would be my choice.
