If you want budget in Legian, it may also be a case of availability as lots of hotels seem to be at capacity. some places that I have stayed that have been good location and cost have been Adhi Darma Hotel Legian/Kuta, Green Garden Hotel Tuban, Ananda Cottages Ubud.
