Unless you do a round trip from Candi Dasa, head north along the Tulamben coast, up to the north coast then down to Taro, alongside the west coast of Kintamani. It would probably take you a few hours, but should be an interesting adventure.
It is awesome to snorkel off Menjangen island, north west coast of Bali. You get a small boat from Permuteran which takes about 30 minutes to get to the uninhabited island.
I agree that Tulamben is rough. Maybe somewhere off Amed?
