ATM card not linked to MC/VISA

I have done a search of the forums, but nothing actually specific to what I want to know.

As my nephew is not old enough to have his bank account (atm card) linked to a credit card of any sort, MC/VISA or debit, I am wondering if he can still use this normal bank account ATM card over in bali to withdraw his cash?

I've not really taken any notice in all my trips because my cards both have a visa or mc attached to them (apparently that makes a difference)

So if anyone has any advice, it would be much appreciated.
