I always stay at the Legian Village hotel in Jl Padma.
It is great, quite cheap, clean, safe, range of rooms etc.
Have a look at the web site and let me know, (via other site if you wish), if you want further info.
I have been going there since 1974 so am a tad biased about it.
You will find it is quite within your budget.
