The rules are you cannot take more than 100ml of liquid out of Australia (and into) which is essentially onto the plane. Liquid can mean water, alcohol perfume etc (you cannot expect airport security to check that your water is water). Liquids are considered a secuirity risk. These rules may not be clearly stated in Bali but they are in Australia. Generally once you have cleared immigration you can fill your empty bottle with water before boarding if you want to and also purchase liquids (duty free etc). Presumably you are unable to obtain any suspect liquid substances once past Immigration. This rule is nothing to do with alcohol or your alcohol limits.
