I don't know the correct rules, but I had a small bottle of scotch (half bottle size)that I did not want to put in my luggage as I thought it might break, so i kept it with my hnd luggage and got through all the checks except for the very last one before you show your boarding pass. They confiscated it because it was a liquid substance.
Gee i was annoyed as it didn't occur to me that it was a dangerous liquid. We even had our full unopened aqua bottles confiscated too. I thought I may have been safe had I put the alcohol in my locked luggage but who knows now, as its so confusing!!!
