As you say, a payment for the privilege of passing through customs can and often is made.Officially paying the import tax is not able to be done as the regulations say that any quantity over 1 litre is to be confiscated and destroyed.
I have taken gin into Bali in small containers in my luggage and last time they seemed to notice it as I had a chalk cross and a slash on my bag. I just strolled through without them noticing the chalk marks so all was good, otherwise the "medicinal cleaner" would have been allowed through anyway.
