I have found Tegal Sari to be 100% efficient in everything they do!
They check the credit card to ensure funds are available, which is why they need credit card numbers, expiry date and security code. They dont withdraw any funds until you stay.
I expect it is their way to ensure your booking is genuine.
We used to have to pay for our stay when we secured the booking, but they have changed their policy now. I think they have a policy to charge you a cancellation fee if you cancel close to the date (as they could find it more difficult to fill the room with little time).
