I honestly dont think I noticed any less dogs around.
Lots of dogs down the beach, particularly late afternoon.
I still saw many mangie dogs, some with almost 100% fur missing (more in villages, the Ubud area and out of Kuta/Legian).
Dogs are still snoozing outside shops and many look uncared for.
I also find that Bali dogs bark if you enter their territory, but have never seen them attempt to bite. They fight and play with each other but they dont usually befriend humans.
I guess I am suggesting that I dont personally feel concerned about the risk of rabies, as the dogs dont get close to me.
