Whether you pay for your excess luggage or not, the weight is still recorded and assessments are made about the plane's capacity. I have been on a plane in Australia where a film crew were returning home after wrapping up a film and some of their luggage was sent on with another plane to avoid loverloading. There is more to load carrying and weight distribution than some tourist not paying for their excess.
