My mum and aunt arrived back from Bali (into Perth) last week, flying Virgin - Pacific Blue. When they were checking in at Bali, their hand luggage was weighed and was 2kg over the allowable limit. They were told that the excess hand luggage had to be checked in luggage. This put them just over the 40kg mark combined.
Sorry, don't know about Virgin with excess checked in luggage, but I have never known an airline I have flown with from Bali to be so strict about hand luggage.
