Umm... the mystery of the Toilet spray

While in Bali recently i saw many "public conveniences"...i.e. " water closets"... i.e. Dunny's with equipped with what i can only describe as a hand held hose with a spray.. much like the one I use back home for watering my prize winning roses. On my last trip to the "Island of Smiles" i attempted to use the said device and only found it effective if i stood on the toilet seat and striped naked to avoid any back splash. This can't be right of course, but I am truly puzzled by the mechanics of using the said device.. they could at least provide one of those warm air blowers to dry up the resultant inter-cheek moisture, a hair dryer might do the job. If anyone can shed light on this I would be truly interested.
