They're wood so, yes, you have to declare them. You should have no issues with them being allowed through - just check for any borer holes. I brought one home for my brother a few years ago - he'd just set up a bar at his home - the quarantine guy had a chuckle but didn't want to pick it up to inspect it at close range, lol.
