We have two gorgeous Balinese dogs and of course ours have collars and rabies tags, but a lot of our neighbours dogs don't (even though they are vaccinated by BAWA) and they let them roam the street, it is just the Balinese way. Out vet even said to us after desexing them,"don't give play outside for 3 days", he does not mean don't let them out of the house, it is just don't let them run around with the other dogs or they might pop their stitches, as Balinese 9 times of 10 let their dogs roam free, we even have a scary Rottweiler with no collar roaming near our house but I know he has an owner and the owner assures me he is 10 years old and if I run he wont catch me, not that reassuring but that is how the Balinese look at things, an animal roams free. You can tell a street dog as it is skinny but all those well fed ones are actually someones pet. I even play with 2 Golden Retrievers when I go to the beach and they haven't got any tags on but I know they must belong to someone as they have shown up at the beach washed and brushed (only to jump straight in the water of course).
